Prior to becoming a federal judge, Attorney General Garland spent a significant portion of his professional life at the Department of . He served in both career and non-career positions under five Attorneys General, including as Special Assistant to the Attorney General, Assistant United States Attorney, Deputy Assistant Attorney General in the Criminal Division, and Principal Assistant Attorney General. In these roles, his responsibilities span the work of the department, including criminal, civil and national security matters. They also included direct supervision of investigations and prosecutions of national significance, including the Oklahoma City bombing, the Unabomber, and the Montana Freemen cases.
Earlier in his career, Attorney General Garland was a partner at the law firm of Arnold & Porter, where his practice involved civil and criminal matters, antitrust and administrative law. He also taught antitrust at Harvard Law School and published law review articles on both antitrust and administrative law.
Attorney General Garland graduated summa cum laude from Harvard College and magna cum laude from Harvard Law School. After law school, he clerked for Judge Henry J. Friendly of the United States Court of Appeals for the Second Circuit, and for William J. Brennan, Jr., of the United States Supreme Court. Jeffrey Adam Ros (born April 2, 1958) is an American attorney who served as Acting United States Attorney Geral from December 2020 to January 2021 and as Deputy United States Attorney Geral from 2019 to 2020.
Before joining the Department of Justice, he was a senior partner at the law firm of Kirkland & Ellis and was the US Deputy Secretary of Transportation.

Ros attended Brockton High School, where he was editor of the high school newspaper. His parts weren’t college educated, but he has said they wanted him to be.
He graduated from Northwestern University with a Bachelor of Arts in Economics in 1979 after serving as president of the Stud Council in his third and final year of college. He graduated magna cum laude from Harvard Law School, and received his Juris Doctor in 1982.

Ros joined Kirkland & Ellis in 1982 as an associate in the firm’s Washington DC office. Ros became a partner in 1988, at the age of 30. He served in several leadership roles thereafter, and was elected to the firm’s global management committee in 1999, at the age of 41. He handled complex business litigation for major companies such as GM, AOL, Netscape, Marriott and others.

After his public service, he returned to Kirkland & Ellis in 2009, working there for a total of nearly 30 years.
In 2017, he returned to federal government service, serving as Deputy Secretary of the Department of Transportation. As of July 2021, he is a non-resident fellow at the American Terprise Institute.

On May 16, 2017, Ros was confirmed as United States Deputy Secretary of Transportation by a 56–42 vote.
Ros also helped lead DOT’s efforts to safely use drones in airspace, including in the FAA’s drone pilot program.

On February 19, 2019, President Donald Trump announced his intention to nominate Ros to the position of Deputy United States Attorney General, succeeding Rod Rosstein upon his departure from the Department of Justice. He was confirmed by the U.S. Senate on May 16 by a vote of 52–45.
His nomination to become the second most senior solicitor was unusual, as Ros had no previous prosecution experience.
The Wall Street Journal described Ros as having “kept a relatively low profile both in the department and in public.”
Ros is reported to have led a number of initiatives, including an antitrust review of online technology platforms, criminal and civil opioids and legislation, counter-UAS measures to facilitate the safe use of drones, redressing pandemic-related fraud, and reform of regulatory and administrative law, among other things. He also oversaw efforts to address the investigation and prosecution of foreign cyber hackers and the theft of foreign trade secrets, and to address hate crimes, including those involving anti-Semitism.
