Monitoring should not be seen as a process of being monitored. It is more complex, and the nature of the relationship between the professional and the service user affects their experience.

A variety of supervisory skills have been identified for practitioners in the literature. Key skills are as follows:

National Probation Service

A strong theme that has emerged from the literature is the importance that service users place on their relationship with their regulatory authority. For some, this sounds like the cornerstone of a successful trial. The research literature further indicates that these relationships are most beneficial when they are characterized by warmth, empathy, enthusiasm, belief in the potential for change, and appropriate expressions. Genuine relationships show ‘care’ about the person being monitored, their needs and their future.

The following diagram was developed to illustrate service users’ perceptions of helpful and unhelpful characteristics of professional supervision approaches (McIvor and Barry, 1998).

Service users reported that they appreciated ‘critical advice’ as long as it was based on an established understanding of themselves and their situation. Officers who ‘push’, who seek real effort and change, can be seen as showing genuine interest and concern, which helps to create and maintain motivation. The practitioner’s role is to strike a balance between encouraging and ‘pushing’, while giving due consideration to the service user’s autonomy.

Service users emphasize the importance of true collaboration and co-production. They emphasize that any initial decision to change their lives should be their own, but individual physicians can help them continue to work on issues and find solutions and suitable help through problem-solving advice. Continuity of support is very important – service users benefit from building trusting relationships and report that they dislike ‘passing the pack’ case management or having to repeat the same information to successive ‘guests’.

There is evidence that investment in practitioner skills, if managed well, can have a significant positive impact on the effectiveness of probation services. Various studies have shown that the use of effective, evidence-based, follow-up skills significantly improves compliance and reduces relapse compared to those who do not base their practice on such skills.

Strong collaboration and cooperation between professionals and service users supports both participation and positive outcomes. Service users reported how their sense of personal loyalty to their supervisory authority made them more accountable for their actions and thus less likely to violate probation conditions. It may also make them more willing to tell and report medical needs. It appears that when service users perceive the probation officer as reasonable, knowledgeable and empathetic, they are more inclined to commit behavior change to probation supervision.

The research literature further shows that professionals can be trained to improve the range and level of skills used by service users in self-regulation. When the opinion of experts is expressed, after the initial worries, they show that they often accept the attention to skills. Organizational support is needed – it is important to ensure that there is an environment where employees feel confident, safe, respected and supported by trusted management to open up their practice to explore their practice. There is also evidence that improved skills are maintained and used when employees who have a better understanding of practical skills are regularly supervised by more experienced colleagues.

We interviewed nearly 2,000 officers during our pilot inspection which ended in 2018/2019. Nine out of ten (91 percent) of the officers interviewed felt they had the skills, abilities and knowledge to manage their caseload. The importance of apprentice skills was very evident as responsible officers felt they lacked the necessary skills, abilities and knowledge which greatly reduced the quality of delivery.
