The first step to becoming a certified Administrator of a Care Facility for the Elderly (RCFE) in California is to successfully complete the 80-hour Initial Certification Training Program. State regulations generally require that 60 of the 80 hours of Initial Training be taken in a live classroom setting. However, due to COVID-19, CDSS has placed a nationwide waiver authorizing vendors to “live stream” the live classroom portion of Initial Certification Training during the current Executive Order or until otherwise noted. ® offers a convenient program that includes 20 hours of online and 60 hours of live webinar instruction via Zoom so that the full 80 hours of training can be completed from home or anywhere you have Internet access. (Cameras are not required.) Once you have selected and registered for your preferred live webinar dates for the “live class” portion of the training, you will automatically be enrolled in 20 online hours of training, which are online modules available. start taking immediately. The online portion of the training can be taken at any time prior to completion of the full 80-hour program, but we encourage students to complete it before starting the 60-hour live webinar portion to ensure the best learning experience. Certificates of completion of the full 80 hours of Initial Certification Training will not be issued to students until both parts of the program have been completed. However, by offering 20 hours as online modules, you have the ability to complete part of the training at any time. The 80 hour program offered by ® Learning is approved by the California Department of Social Services, Community Care Licensing Division (CCLD),  Administrative Certification Division, (Vendor #2000386-0740-1), will prepare students for the RCFE Administrator Certification Exam, and we will provide students with the tools necessary to become successful RCFE Managers.

For RCFE Initial Certification Training, students must apply and take the state exam within 60 days of completing the training, as required by the California Department of Social Services (CDSS). Students are responsible for registering for state testing directly with CDSS; training vendors who provide national exams or assist with national exam registration. is not responsible for any timelines, as defined by DSS, not met by the student. Students who fail to meet the 60-day deadline to complete the exam are not eligible for a refund, and must repurchase the training if they wish to re-enroll.

Note: Individuals with an expired RCFE Administrator Certificate more than four years ago are required to retake the Initial Certification Course. However, if your certificate has expired within the last four years, this course does not apply. You will need to renew your certificate by submitting proof of completing the required CEUs (20 per year).

Individuals with a current Nursing Home Administration license, issued by the California Department of Public Health, are only required to take 12 of the 80 hours and do not need a status check. Law requires 12 hours covering the topics of laws and regulations, medicine, and resident admission/examination. For this abbreviated 12-hour class program, the cost is $399. To become an RCFE/Assisted Living Administrator in California, individuals must meet the following qualifications, according to the California Health and Safety Code and Title 22:

The administrator shall have the qualifications specified in Section 87405(d)(1) through (7). If the licensee is also an administrator, all administrator requirements will apply.

Student cancellations or transfers are accepted up to ten (10) days prior to the scheduled time/date of the live event, Pacific Standard Time (PST). All cancellations made prior to ten (10) days prior to the live event will be entitled to a refund of the registration fee, minus a 10% non-refundable processing fee. Refund amount will be issued within 30 days of cancellation. No refunds will be given for event cancellations made by students less than ten (10) days prior to the event.

For cancellations through ® Learning, students will be notified at least 24 hours (PST) prior to the event start time/day. Students may transfer their registration to another class date, or they will be entitled to a full refund, which will be issued within 30 days from the date of cancellation.

Administrator Qualifications And Continuing Education

Students enrolled in a regular or regularly scheduled Initial Certificate Training Program and who are more than 15 minutes late to class or unable to attend part of the program, may be allowed to make up the day(s) they missed during the period. The term is 6 months, subject to availability, and is subject to an automatic payment of $75 per day missed.

Students who are late to a live CEU class for a total of more than 15 minutes for any class topic will not receive credit for that topic but may choose to stay and attend the remaining topics. Course credit will only be awarded for course subjects attended in full; there is no exception.
