The announcement that the Toronto District School Board is cutting more than 100 teaching jobs is the latest discouraging news for new teachers looking to join the profession. It involves a number of choices that have made becoming a teacher one of the most difficult aspirations to achieve. And if we don’t change things soon, we risk losing the energy, passion, and fresh ideas of an entire generation of young people out of our classrooms.

So what happened? The first thing is the population. Student enrollment in Ontario has been in free fall for more than a decade. From 2004 to 2014, the number of people enrolled in public schools in Ontario decreased by 126, 000. Indeed, the decline in student enrollment is cited as a major factor hindering the work of the TDSB.

But the second issue, which has increased the problem, is that during this time we have been training more teachers than we expected. During the same 10-year period, the number of licensed teachers in Ontario exceeded the number of retirees by 6,500 per year.
These two factors combined have caused many teachers to simply quit, taking all their skills and training with them. As one disillusioned teacher recently told the Ontario College of Teachers, “I’m a very qualified person who is excited to start teaching and I can’t be on any given list. I received a letter of acceptance from the principal. I also upgraded my qualifications to teach K-12. I wasn’t even given an interview. The job market is full of teachers.”
But to add insult to injury, the Ontario government decided to make it more difficult for new teachers to enter the profession by passing Regulation 274 in 2012, which established a number of hoops that new teachers must jump through before they can be hired. I hope to find a full-time job. Under this Byzantine system, new teachers must first be on the academic board’s list, which is read by seniors. Then they have to find the number of training days to enter another list, for those who are eligible to fill temporary positions. But the list is also set by the authorities and only the teachers at the top can be considered for the job, so new teachers have to wait in line. Then, if he waits long enough to be at the top of that list, he may eventually be considered for one of the few full-time jobs available.
This puts new teachers in financial trouble, which is why from 2008 to 2014, the number of first-year teachers who worked other jobs to help supplement their income increased from 6 percent to 56 percent. But this puts the teachers in a catch-22 situation, because every time they are taken out of the classroom to help supplement their income, their ability to become adults decreases, and thus their chances of finding a full-time job.

While repealing Regulation 274 would go a long way toward solving this problem, we must also look to reduce the number of new teachers we certify each year. Currently, if someone is not accepted to a teacher education program at an Ontario university, they can still get a degree by going to a US border college or an international university that is accredited by Ontario. The Deputy Minister of Education once said he liked these programs because they train more teachers without charging the government money. But it should be clear that we do not need more teachers than our universities are producing.
Between all the studies (six years of university) and waiting for now, someone who leaves high school hoping to become a teacher is looking at about ten years before this. This is a big problem if we want the teaching profession to have people from different backgrounds. While much has been made of the Ontario government’s recent promise to provide free education to students from low-income families, it is unlikely that these students will be able to afford to wait long before finding full-time employment. The government should take note, because if teaching ceases to be an attractive profession for our youth, the long-term consequences for the province will be dire.
