Fema Online Classes – When I started helping new and ambitious emergency managers get in and grow in the field, I got a lot of questions about what courses someone should take.
I also spent more time researching and comparing graduate emergency management programs as well as FEMA programs to understand the value of emergency management training.

The more I researched this and shared my opinion with others about recommended courses, the more I realized that I couldn’t find any guidance or recommendations on which courses to take. The only standard seemed to be the job postings, which varied considerably in terms of requirements and level of position. There was no real consistency other than the Independent Study (IS) 100, 200, 700 and 800 courses from the Federal Emergency Management Agency (FEMA) – Emergency Management Institute (EMI). I think these courses are important, but they focus on response and do not properly cover all areas of emergency management as we are not first responders (with the exception of any volunteer and side roles in which we operate).

So, as with all problems we face, if there is no current solution, you must create your own solutions and capabilities.
I started looking at FEMA courses and programs to understand what the prerequisites were and went backwards to understand the course of study. The next section will show that this is not a formal document or assessment, but sharing it with others opened up the opportunity to learn a lot about what other practitioners thought was important in this endeavor and what gaps existed.
The ability to have the logical learning flow available for free courses and FEMA programs allows prospective applicants to better evaluate emergency management higher education programs by evaluating what they offer, compared to currently available free courses.
Due to limited course attendance, FEMA lacks the capacity to compete with the many emergency management programs in higher education. It is hoped that this will encourage programs to adhere to a standard framework in curriculum development and advance the path towards becoming a profession.

This article is intended to explain in more detail my learning roadmap for FEMA courses on individual emergency management programs. It also serves as a resource guide with links to all of the training courses mentioned, as well as additional links to web pages on certain topics mentioned. Depending on the course, the links will either take you to the course itself, where you can take the course right away, or register for it; or to an informational landing page. In the latter case, you will need to find a link to a training opportunity or a contact person to get more information.
The wonderful input I received from more experienced emergency managers really highlighted the absolute need for this kind of work and the critical elements not included. Their questions, suggestions, and corrections have provided an incredible learning experience for me and my network.
During the development of this first progression post, I didn’t have a clear idea of what the levels should be and what the final result should look like. Because of this, the 3 levels were not defined and were loosely based on time investment and increased knowledge along with course prerequisites. However, this was not mentioned in the original post. The lack of clear parameters for levels caused confusion among others, leading to uncertainty about where certain courses should be placed in the system.
They have also been listed based on comprehensive programs such as the Master Practitioner Program (MEPP), Professional Emergency Management Program (EMPP), Advanced Professional Series (APS), Incident Management System/Incident Management Team, and finally the many courses provided. through the National Domestic Preparedness Consortium (NDPC), the Emergency Management Institute (EMI) and the Center for Domestic Preparedness (CDP).

This was a good first step towards training emergency managers, but as the comments in the post above make clear, there is a lot of work to be done. The limitation of my infographic was the exclusion of paid programs such as private contractor courses and higher education such as bachelor’s and master’s degrees.
The advantage of their exclusion was to be able to show that there are many free educational opportunities available!
Incident management courses were not seen as part of the role of emergency managers. While I agree that we are not field responders, I still think we need to be trained and more knowledgeable about their response operations. I am biased on this issue as I work in the field/in operations, but I am also aware of the difference we should have between the roles.
The Advanced Professional Series (APS) is not available in most states and is therefore difficult to declare as a recommendation when most people will never be able to accept it. It also seems that states are replacing this with their own state-sponsored basic certification that includes some of the basic knowledge courses I listed (keep reading to find out more!). Some states also combine their own emergency management certifications, which must match the credentials of Associate Emergency Manager (AEM) and Certified Emergency Manager (CEM) from the International Association of Emergency Managers (IAEM).
National Emergency Training Center Online Admissions Application
This edition was developed with the idea that core competencies and fundamental knowledge should be integrated and comprehensive for a successful emergency manager. Even though this area is Tier 1, it should be considered as a starting point for building before moving on to other professional tracks. This is why the surrounding and separating spaces between levels are the same color as the main section to reflect that it should be before, during and after all educational and performance activities.
Two outstanding documents on core competencies in emergency management (links below) were reviewed and included as they are essential to our success and are not strictly isolated from the field of emergency management. The adoption of this framework of competencies by organizations and practitioners in general will be an important step towards transforming emergency management from a field of work into a recognized profession.
Both documents are similar in nature, regardless of the terminology and identifiers used. The next generation core competencies include 13 competencies, each consisting of behavioral anchors (58 in total) and associated key actions. The core competencies of civil defense and emergency management include 8 key areas consisting of competencies (total 32) and related indicators.
The Federal Emergency Management Agency (FEMA) currently lists 4 separate core competency documents for emergency management, which are divided into 4 levels based on the practitioner’s experience and position. These documents do not make it easy to use to view or compare different levels of experience. I would recommend merging the 2 documents noted above and using the layout from the Civil Defense and Emergency Management Core Competences document. This would make it easier to use as a reference document, taking a futuristic perspective into account while addressing the needs and challenges that current and future emergency managers will be dealing with.
Federal Emergency Management Agency
Courses of fundamental knowledge are ordered in a sequence that reflects the logical progression through various areas of knowledge. It is important that all emergency managers have a clear understanding of national systems and structures so that we all work with the same knowledge and terminology. The lists below provide links to courses and web pages for more information.
Note that other mission areas/national planning frameworks are numbered around the original IS-800, so it is possible that it will be upgraded as IS-2800 in an upgrade to match the new numbering sequence.
Following the planning schemes is a key addition to the IS-2901 Introduction to Community Lifelines standard. We generally have a good understanding of the Emergency Support Functions (ESF) in the area of coordination and communication. This course allows us to understand the key elements for the general public and determine which areas they need the most. Visit the FEMA Lifelines Community Web Page for more information.
Some of the limitations of all of these courses are that they are geared towards emergency managers based in the United States of America. To move beyond this fragmentation, universal learning must be designed around core competencies and must be made available internationally. I believe this will mean taking advantage of existing training for business professionals and advancing those courses/skills from an emergency management perspective. This will reduce the barrier to entry into the field and lay a common ground for practitioners.

I spent some time rethinking the levels to fit the tutorials and define them better. As before, there are 3 levels, but now I have divided levels and courses/programs based on the person’s approximate experience, level of knowledge acquired, curriculum format, and time spent on each individual course/program. Not every aspect of the level definitions will fit every course, but this is a better guide than before.
